Get Your Registration

If you are studying at HSE

You do not need a visa to arrive in Russia

Citizens of Uzbekistan, Moldova, Tajikistan, Armenia, South Ossetia, Kyrgyzstan, Kazakhstan, Belarus, Ukraine, Azerbaijan and Abkhasia

Step 1. Submit your documents for registration

Your registration is a confirmation of your lawful stay in Russia. You shall submit documents the next working day after crossing the border of the Russian Federation.

Every time you leave and enter Russia, and receive a new migration card you must apply for a new migration registration.If you have been registered in another city in Russia, please make sure that you again apply for a new registration after your return to Moscow.

If you are staying in a dormitory

If you are staying in a dormitory, the dormitory staff will assist you in applying for your registration at the local territorial office of the Russian Ministry of Internal Affairs.

To apply for migration registration and obtain your registration slip, please contact the passport registration officer at the dormitory where you are staying. For further information about the documents necessary to obtain migration registration, please refer to the the information below. 

If you are staying in a rented apartment

If you are staying in a rented apartment, the apartment owner must apply for your registration at the local territorial office of the Russian Ministry of Internal Affairs, upon HSE’s request.

To register at your place of residence in a rented apartment, please:

1. Contact the apartment owner and ask him/her to arrange for your registration at the address of the rented apartment within 7 working days after arrival;

2. Check the website of the Central Office of the Russian Ministry of Internal Affairs in Moscow to find the address of the local office where you must apply for your registration;

3. Contact the HSE Visa and Registration Centre in advance and submit your application for HSE’s assistance at: Room 538; 20 Myasnitskaya Ulitsa, Moscow; e-mail: visa-registration@hse.ru, tel.: +7 (495) 531-0063;

    Please apply for a request form from HSE (see  "Where can I obtain a request form?" below on this page).

4. Please contact the district migration desk where the rented apartment is located to obtain information in regards to the conditions and documents necessary in the district where you are residing (i.e., a list of documents, office hours, contact persons, etc.,);

5. Prepare your documents and submit them to the migration desk. These documents must be submitted by the owner of the apartment where you are residing.

 

What documents do I need for migration registration?

Please submit the following documents:

- a scanned copy of all pages in your passport (if you have entered the country using an ID card, please submit copy of both sides of this card);

*Citizens of Ukraine who arrive using their national (internal) passport, as well as citizens of Belarus, must attach a copy of the passport page containing a Russian translation.

*Citizens of Armenia must attach a copy of the passport page with a stamp specifying the approved period for their stay outside of Armenia.

- a scanned copy of your migration card (please  note that the purpose of your entry must be STUDY, not any other purpose. Migration cards with other purposes shall not be accepted);

- a completed registration slip.

Please be kindly informed that the list of necessary documents can vary and it depends on the local territorial office where the documents will be submitted. To get a complete list of documents please contact the passport officer in your dormitory or  the local territorial office personally or with help of your landlord.

Citizens of Ukraine and Belarus can stay in Russia without registration no longer than 90 days, of Kazakhstan and Armenia - no longer than 30 days, of Tajikistan- no longer than 15 days.

You will get your migration registration in 3-4 days.

 

Pursuant to Russian legislation, foreign citizens who violate the immigration regulations (i.e., the period established for migration registration) are subject to a fine of up to RUB 7,000 (seven thousand roubles) and may be deported from Russia on the basis of a court decision, with a further ban on entry into the Russian Federation for up to 3 years.

Step 2. Collect your registration

Your registration will be ready approximately within 3 working days upon submission of your documents.

You can collect your registration in your dormitory from the passport officer or your landlord can collect your registration at the local territorial office in the district where you reside.

Please make sure you have your original registration slip on you at all times.

Step 3. Apply to extend your registration in advance.

Please submit all documents required for extending your registration at least 30 calendar days prior to the expiry date of your current registration (Extend Your Registration).

If you are staying in a dormitory, the dormitory staff will assist you in applying for your registration extension. 

If you are staying in a rented apartment, the apartment owner must apply for registration extension at the local territorial office. If you need an HSE request form, please see the information below.

Pursuant to Russian legislation, foreign citizens who violate the immigration regulations (i.e., have no valid registration) are subject to a fine of up to RUB 7,000 (seven thousand roubles) and may be deported from Russia on the basis of a court decision, with a further ban on entry into the Russian Federation for up to 3 years.

You arrive in Russia with a student visa

Step 1. Submit your documents for registration

Step 3. Apply to extend your visa and then receive a new registration in advance.

Please submit all documents required for extending your visa  at least 45 working days prior to the expiry date of your current visa (Extend Your Visa).

After you receive your new visa, please immediately apply for a new registration at your place of residence. If you live in a dormitory, ask the passport officer in your dormitory. If you live in a rented apartment, please ask the landlord to submit your documents to the local territorial office and then collect your registration. Please visit this page for more information.

Please kindly note that registration must be extended after you receive a new visa. Please apply for the new registration in your dormitory by contacting its passport officer, or  the local territorial office, or with your landlord.

If you work at HSE

You do not need a work visa to arrive in Russia

Step 1. Submit your documents for registration

If you are staying at the HSE Guesthouse, its staff will assist you in applying for your registration at the local territorial office of the Russian Ministry of Internal Affairs.

To apply for your migration registration and obtain your registration slip, please contact the passport registration officer at the HSE Guesthouse. For further information about the documents necessary for obtaining the migration registration, please see the information below.

You arrive in Russia with a working visa

Step 1. Submit your documents for registration

Your registration is a confirmation of your lawful stay in Russia. Every time you leave and enter Russia, and receive a new migration card, you must apply for the migration registration. If you have been registered in another city in Russia, please make sure that you again apply for your registration after your return to Moscow. You shall submit documents the next working day after crossing the border of the Russian Federation.

If a foreign citizen has a HQS card, it’s necessary to submit a copy of it. If a foreign citizen has a HQS card he/she can apply for a migration registration within 90 days after arriving to Russia. In case a foreign citizen who has a HQS card has got a migration registration in another city of Russia and then has come to Moscow, he/she must apply for a new migration registration within 30 days.

IF you are STAYING at the hse guesthouse

If you are staying at the HSE Guesthouse, the staff will assist you in applying for your registration at the local territorial office of the Russian Ministry of Internal Affairs.

Where can I obtain a request form?

 

To obtain a request form from HSE, please send an e-mail to the HSE Visa and Registration Centre at visa-registration@hse.ru. When your application will be checked (2-3 working days), you can take it in the HSE Visa and Registration Centre during working hours. You can check the status of your request per phone or per e-mail.

What is the correct way to fill in the request form?

а) When filling in the request form, please make sure to edit only the fields highlighted in yellow;

b) If 2 options are available, select as applicable and delete the other option;

c) PLEASE DO NOT use CAPSLOCK when filling in the request form;

d) If you are a STUDENT, please note: in the last field, please select 1 of the 2 options: studies under a quota (обучение по квоте МОН), or studies under a tuition fee agreement (обучение по договору);

e) If you are a STUDENT, please note: the number of a quota is the number in the middle of the document (e.g., № ESP-1111/11 or № UKR-1111/11 etc.).

If you have lost your migration card

A foreign citizen who has lost his/her migration card cannot stay in Russia longer than 3 days. Your migration card must be restored.

Please note that this process can take from 5 to 14 days.

Step 1

Apply for a certificate of loss (“spravka ob utere dokumenta”/ «справка об утере документа» in Russian) at any nearest police station.

Step 2

Obtain a certificate of loss.

Step 3

Submit all required documents (passport, registration and certificate of loss from the police) to the regional Migration Office where your registration was made.

Step 4

Obtain a duplicate of your migration card.

What should I do if I have lost my registration slip (but still have my migration card)?

Step 1

You will need your passport, a copy of your passport, your migration card and its copy in order to restore your registration slip.

Step 2

Please submit these documents to the place where you were registered (to the relevant passport officer, if you are staying in a dormitory/HSE Guesthouse, or to the local territorial office of the Russian Ministry of Internal Affairs, if you are staying in a rented apartment).

Step 3

Collect the duplicate of your registration slip (from the passport officer at your dormitory/HSE Guesthouse, or at the local territorial office of the Russian Ministry of Internal Affairs, if you staying in a rented apartment).
